JED submits a request to the Head of State for the suppression of the Ministry in charge of Communication and Media

In a letter addressed to the President of Republic, Joseph Kabila, on Friday 9 March 2012, Journaliste en Danger (JED) called for the suppression of "Ministry of Communication and Media", and any other department in charge of Information and Press, from the nomenclature of the ministries of the next government.

JED introduced the request to the Head of State’s Office based on, on the one hand, a provision in the preamble of the Act No. 96-002 of 22 June 1996 regarding the procedures for the exercise of Press freedom, which stipulates: "Awaiting the establishment of the legal structure responsible for the monitoring and neutrality of the public media, in accordance with Article 58 paragraph 6 of the Constitutional Act of the transition, its competence remains under the control of the ministry in charge of Information and Press "and on the other hand, given that several abuses of the press freedom and recursive interferences are committed by officials, including the Ministry of Communication and media, in the press work, and which have significantly reduced the margin of manoeuvre of CSAC (Conseil Supérieur de l’Audiovisuel et de la Communication, DRC media regulator) in its powers to "guarantee the right of people to pluralist, reliable and objective information, and to ensure neutrality and fairness of public, private and community media ".

For JED, the creation and the establishment of CSAC, a public body with broad powers of media regulator, in compliance with the Article 212 of the Constitution, no more accommodate with the existence of a Ministry responsible for media that often tends to encroach on the prerogatives of CSAC.

JED also mentioned that, as the government of the first legislature of the Third Republic has just resigned following the establishment of a new Parliament, and while the President of Republic is about to set up a new government in line with his vision of the "Revolution of modernity" (note: the Head of State’s new five-year programme), the suppression of the "Ministry of Communication and Media" that tarnishes the democratic image of the DRC, will be a strong signal and a concrete act of his will of democratic openness and modernization of the DRC.

JED reminded the Head of State that the successive ministers in charge of information and press have often, however, behaved like great editors of the National Broadcaster, preventing it from being a real public service media and accessible to all political and social tendencies.

Celebration of the Day of the African Child in Kinshasa

The Joint Technical Working Group in charge of the implementation of the Action Plan to prevent and stop the recruitment and use of children by armed groups organized an official ceremony in the Congolese capital Kinshasa on 17 June 2013, to commemorate the Day of the African Child. The event was attended by senior government officials, as well as highly ranking military representatives, members of the diplomatic corps, civil society organizations, and the Deputy Special Representative of the UN Secretary-General in charge of the rule of law.
 
Roger Meece bids farewell to the populations of Ituri and UN staff

The Special Representative of the United Nations Secretary-General in the Democratic Republic of Congo, Roger Meece, travelled to Bunia, district of Ituri, province Orientale, on 14 June 2013, to bid farewell to the UN staff and local authorities. “I am leaving the country, and it is for real this time,” the Special Representative said, alluding to other times when he left the DRC and had to return for duty.

Last batch of Tanzanian troops now in Goma for the Force Intervention Brigade

The last batch of the Tanzanian troops committed to the Force Intervention Brigade arrived in Goma, North Kivu province, on 5 June 2013. They will be part of the 3,069 strong force, to which Malawi and South Africa are the other two contributing countries.
 
Roger Meece bids farewell to colleagues and local authorities in Goma

The special Representative of the UN Secretary-General (SRSG) in the Democratic Republic of the Congo, Roger Meece, has announced his departure from MONUSCO. Mr. Meece made the announcement in Goma on Tuesday, 11 June 2013, during a press briefing at the airport.
